Pre-Deployment Briefing of PRO13 CDM Contingents during Labor Day

May 1 is “Labor Day”  wherein Filipino workers celebrate and remember hard-won worker’s right. It is also a day for unions, labor organization, transport organization, and other militant/cause-oriented groups to stage demonstrations or mass actions in government offices or major thoroughfares.

On May 1, 2018 at 8:00AM at PRO13 Grandstand, Camp Col Rafael C Rodriguez, Libertad, Butuan City, PCINSP JUDE CRES G MILAN, Regional Police Human Rights Officer, PRO13 conducted Pre-Deployment Briefing to the CDM Contingents of this Police Regional Office to remind our personnel to always adhere to our PNP Operational Procedures and Code of Conduct of Law Enforcement adopted by the General Assembly of the United Nations on Crowd Control/CDM Operations which requires law enforcers to respect, protect human dignity, maintain and uphold the human rights of all persons. Any loss of emotional control, unprofessional conduct, and excessive use of force by members of PNP crowd control or civil disturbance management (CDM) unit is highly counter-productive, causes negative perception towards the police organization, and may lead to violations of human rights.
