PNP Caraga kicks off 25th PCR month celebration

Camp Col Rafael C Rodriguez, Butuan City—– PNP Caraga top cop Brigadier General Joselito T. Esquivel, Jr. spearheaded the kickoff ceremony of the 25th Police-Community Relations (PCR) month celebration during the flag-raising here early morning today, July 6.
The activity was graced by the Department of Interior and Local Government (DILG) Caraga director Lilibeth A. Famacion as the guest of honor and speaker represented by her assistant regional director Donald A. Seronay.

Anchored on the theme “Pinaigting na Ugnayan ng Mamamayan at Pulisya, Laban sa COVID-19 Pandemya”, the guest of honor and speaker lauded the police force for working in the frontline to contain the spread of coronavirus disease 2019 (COVID-19) and at the same time performing law enforcement duties.

He also underscored the importance of police-community relations in the promotion of peace and order, in the fight against criminality and insurgency, and even in COVID-19 response.

Highlight also of the program was the giving of award to police officers who demonstrated good deeds to others; Captain Rodel R. Dorado of Butuan City Police Station 4 for providing Nipa and nails to a recipient of ‘Adopt a Family’ Program; and Staff Sergeant Mark Anthony F. Divinagracia of Butuan City Police Station 3 for lending his hand to a driver whose tricycle had an engine problem.

“Stories of our PNP personnel doing tasks beyond their call of duty strengthen PCR. There are still good police officers contrary to what is seen by many in news. Those rogue cops do not represent the entire members of the organization,” RD Esquivel, Jr. emphasized.

PNP Caraga has lined up activities and programs for the month-long celebration that is pursuant to Presidential Proclamation No. 764 declaring July of every year as PCR month.

23 Newly Appointed Police Commissioned Officers assigned in Caraga

Camp Col Rafael C Rodriguez, Butuan City——- A total of 23 new police lieutenants were added to the list of commissioned officers of Police Regional Office (PRO) 13 following their reassignment to Caraga region.

The throng of new police commissioned officers paid their courtesy call to the members of the PRO13 command group and to the chiefs of different offices since Monday, June 27.

Based on the record from the Regional Personnel Records and Management Division, they came from the Personnel Holding and Accounting Unit in the PNP National Headquarters, Camp Crame, Quezon City.

"We welcome them to PRO13 as additional assets in our efforts of maintaining peace and order, and suppressing the threats of insurgency. Most of them are residents of Luzon but they left their families for the noble calling of serving the countrymen," RD Esquivel, Jr. added.

The order came from the National Headquarters upon evaluation that PRO13 is one of the police regional offices needing additional police lieutenants on the ground.

55 rebel returnees in Caraga get cash assistance

Camp Col Rafael C Rodriguez, Butuan City—— A total of 55 rebel returnees received financial assistance from the provincial government of Agusan del Norte under the government’s Enhanced Comprehensive Local Integration Program during the ceremony held here yesterday (June 29).

Honorable Ma. Angelica Rosedell M. Amante-Matba, Representative of 2nd District-Agusan del Norte; Governor Dale B. Corvera of Agusan del Norte, Police Brigadier General Joselito T. Esquivel, Jr. PRO13 Director, and Brigadier General Maurito Licudine, Brigade Commander of 402nd Infantry Brigade attended the activity.

The beneficiaries were among those who surrendered to the government’s security forces as the implementation of Executive Order No. 70 has been making significant strides on the ground against the communist-terrorists.

Congresswoman Amante-Matba and Governor Corvera are hoping that the financial support will be used by the rebel returnees in setting-up livelihood activities for their mainstreaming and reintegration to the community.

“The recipients were grateful to the government for attending to their needs on their new life. Hopefully in the coming days, more NPA members will lay down their arms taking into account the government’s efforts in giving support to the former rebels,” RD Esquivel Jr. added.

8 individuals arrested for illegal fishing

Camp Col Rafael C Rodriguez, Butuan City—— The persistent anti-illegal fishing operations of Caraga police resulted in the arrest of nine personalities and confiscation of illegal fishing paraphernalia in the seawaters of Surigao del Norte and Dinagat Islands, yesterday (June 20).

In Surigao del Norte, Sta Monica police conducted seaborne patrol in the vicinity of Brgy Tangbo which resulted in the arrest of Ronnie Ortojan, Manuel Dumagtoy, Jeffrey Socuano and Wencil Camingue who were all caught in the act of using fishing gear locally known as “Boso”.

Confiscated from them were pump boat and illegal fishing paraphernalia.

Meanwhile, Libjo Municipal Police Station immediately responded to a report about an on-going illegal fishing activity in the seawater of Brgy. Plaridel, Libjo, Dinagat Islands. Suspects were also caught in the act using ”Boso”. Arrested persons were identified as: Marlo D. Traya; Carlito A. Pasulion; Arthuro S. Pamalaran; and Joseph V. Ebano.

Confiscated from their possession were pump boat, compressor tank, two pairs of improvised flippers locally known as “Kapay/yapak”, two pieces of spear gun (Pana), and a long rubber tube more or less 45 meters.

Police Brigadier General Joselito T. Esquivel, Jr, Regional Director of PRO13 urged the fishermen to adhere to the provisions of the Philippine Fisheries Code of 1998 and all local ordinances protecting the marine life.

“These anti-illegal fishing operations are part of our implementation of PNP Master Plan “SANGYAMAN” that aims to help protect and preserve our environment, cultural properties, and natural resources,” he added.

Suspect in Cabadbaran City slay case falls

Camp Col Rafael C Rodriguez, Butuan City—— The suspect behind the killing of a 15-year old girl student in Cabadbaran City, Agusan del Norte has been placed under police custody following his arrest yesterday, June 16.

Brigadier General Joselito T. Esquivel Jr, Police Regional Office 13 director disclosed that during the investigation, the suspect identified as: Racman C. Panondi, 22 years old, resident of Brgy. Mabini, Cabadbaran City confessed to the authorities that he murdered his close friend out of jealousy.

Investigators have already referred the murder case to the office of Cabadbaran City Prosecutor through regular filing.

On June 6, 2020, the friendship ended with a tragic incident at the public cemetery. Two days after, the victim’s body was found in a state of decomposition with stab wounds on her body and incised wound on her neck prompting the police to conduct deeper probe.

Aside from murder, Panondi was earlier charged with violation of RA No. 9208 (Anti-Trafficking in Persons Act of 2003) after five female minors surfaced and filed their complaints against him through the assistance of the City Social Welfare and Development.

“We believe that justice has been served on the gruesome death of the victim but the case still rests on the prosecution. With the extra-judicial confession and pieces of physical evidence gathered, we are confident he will be convicted,” the PNP Caraga top cop added.
