PRO13 Regional Director: A Better Caraga Police 2020

Camp Col Rafael C. Rodriguez, Libertad, Butuan City ——- A better and more equipped Caraga police in 2020 can be expected by the Caraganons, Police Regional Office (PRO) 13 Director Brigadier General Joselito T Esquivel Jr stated during the 1st Command Conference this afternoon, January 13, 2020.
Present during the activity were the key officers from the regional, provincial and city police offices including the chief of the National Support Unit.
Esquivel Jr proudly recalled the PRO 13’s remarkable accomplishments in the previous year like the safe and peaceful 2019 Midterm Elections, arrest of Ambrosio B. Montañez Jr, charged with murder and Number 2 Most Wanted person in the region, was arrested; PLEMSTRAP or Performance Level Monitoring System for Strategy Partners initially passed the screening of the national headquarters; assistance to the family and relatives of New People’s Army (NPA) members who were killed in a clash with the government troops and political candidates charged for violation of Republic Act 9165 (Comprehensive Dangerous Drugs Act of 2002), violation of RA 10591 (Comprehensive Firearms and Ammunition Regulation Act), and violation of RA 9516 (illegal possession of explosive).

This regional office has also reached a remarkable 134.2% accomplishment on Special Laws as the year 2019 ended.
Here are other key accomplishments of PRO13:
• Out of 456 targeted operations, PRO13 conducted a total of 585 operations against illegal drugs that resulted in the arrest of 597 illegal drug personalities and confiscation of PHP 788,786,824.64 Million worth of illegal drugs.
• On illegal logging, 607 operations were conducted and 505 persons arrested with Php 21,596,131.53 Million worth of illegally cut logs/lumbers confiscated and a total volume of 480,808.60 board feet.
• On the campaign against illegal gambling, a total of 339 police operations were conducted comprised of 17 on Fruit Game and Video Karera, 77 against illegal number games, while 245 accomplishments from other forms of illegal gambling with total arrest of 756 persons and total cash confiscated of Php 276,745.00.
• On the campaign against illegal fishing, a total of 496 police operations were conducted, 716 were apprehended and more than Five Million worth of confiscated fish and paraphernalia.

He also laid significant decrease of the crime rate to 27.12% in the entire region.
The increase of logistical assets such as five new Toyota Hilux Pick-up Truck high-end police patrol vehicles, 26 Close Circuit television (CCTV), 150 desktop computers, 5.56mm magazines and bandoliers, and firearms as part of the PNP capability enhancement program and the conduct of trainings and seminars will contribute for a more capable, effective, and credible officers that will gallantly live up to the expectation of the Caraganons.
The region’s top cop urges everyone to continue working with the police force especially on the massive campaign against illegal drugs, as they remain at the frontlines in this advocacy of attaining a drug free community.

Officers of PRO13 hold Traditional New Year’s Call

Camp Col Rafael C. Rodriguez, Libertad, Butuan City ——- PNP Caraga unit heads and commanders with their corresponding spouses paid the traditional New Year’s call to the Regional Director, PBGEN Joselito T Esquivel Jr here today, January 13, 2020.

Members of the Command Group, Directorial Staff and Personal Staff, provincial/city commanders and key officers, commander and other high-ranking officers of the Regional Mobile Force Battalion and Provincial Mobile Force Company, heads of National Support Units and Senior Police Non-Commissioned Officers attended the event.

“As we start the first month of 2020, let us renew our strength and be confident that this year is another victorious chapter in our lives,” Esquivel Jr said.

He also assured the Caraganons that the whole police force of Police Regional Office 13 shall remain at the frontlines of peace and order and shall guarantee safer and more peaceful streets and communities in Caraga.

The New Year’s call is a yearly tradition of every police regional office that allows subordinate leaders to manifest courtesy and loyalty to the regional director.

PNP, AFP recover CPP-NPA Abandoned Steel Plates

Camp Col Rafael C Rodriguez, Butuan City———- The personnel of Police Regional Office 13 and 23rd Infantry Battalion, Philippine Army recovered four abandoned steel plates owned by CPP-NPA Terrorists (CNTs) in Nasipit, Agusan del Norte yesterday, January 11.

Police Brigadier General Joselito T Esquivel, Jr, Regional Director, disclosed that operating troops of Alfa Company of 23rd IB, PA discovered the abandoned steel plates in the hinterlands of Sitio Tabon, Barangay Aclan, Nasipit, Agusan del Norte during conduct of operation.

Nasipit Municipal Police Station together with personnel of 23IB, PA and Barangay Officials of Barangay Aclan, Nasipit, Agusan del Norte headed by Hon. Fernando P. Vicente, Punong Barangay, proceeded to the area which resulted in the successful recovery of four abandoned steel plates.

PBGEN Esquivel, Jr added an informant revealed that said steel plates are owned by CNTs and it will be installed on mini dump truck/elf as force protection during their conduct of tactical offensives and harassments to the unwary police stations, checkpoints and military detachments.

“In our pursuit to suppress criminality and insurgency, we need the strong partnership between the PNP, AFP, Local Government Units and community. We have to complement each other to attain lasting peace,” PBGEN Esquivel, Jr added.

Illegally cut lumbers seized, four suspects arrested

Camp Col Rafael Rodriguez, Butuan City—– Caraga police scored in anti-illegal logging and seized Php49,038.00 worth of illegally cut assorted sizes of mixed dipterocarp lumber today, January 12.

Joint elements from 1303rd Maneuver Company RMFB13 together with Trento MPS and DENR personnel conducted the operation resulted in the arrest of the 4 suspects identified as Alpha A Valisado, and other 3 minors both resident in Brgy. Manat Trento, Agusan del Sur for having in their possession and control four units motorcycle Rusi-Chariot both color red, without plate number, loaded with a total of Five Hundred Twenty One (521) pieces of undocumented assorted sizes of mixed dipterocarp lumber with estimated volume of 2,451.9 bdft.

Suspects are under the custody of Trento MPS while the three minor suspects were referred to the WCPD. Confiscated items are temporarily placed in the custody of Trento Municipal Police Station and will be turn over to DENR for proper disposition.

PBGEN JOSELITO T ESQUIVEL JR, PRO13 Regional Director, suspects will be charge for violation of Presidential Decree 705, also known as the Forestry Laws, Rules and Regulations and urges the community to strongly support the law enforcement operations of the PNP to include the operations geared towards protection and preservation of natural resources.

“Our pre-emptive measures against environmental destruction activities such as illegal logging will be continuing at all cost. We will never tolerate these activities in our region no matter who is involved,” he added

3 CPP-NPA Militiamen nab in Butuan City

Camp Col Rafael C Rodriguez, Butuan City———- Three members of Militia ng Bayan were arrested in Butuan City early morning today, January 11, 2020.

Police Brigadier General Joselito T Esquivel, Jr, Regional Director, identified the arrested persons as Feliciano Mayabay Sumo a.k.a. Anot Somo, 53 years old, married and Richard Pison Borja a.k.a. Dodoy Borja , 23 years old, with live-in partner both are residents of P21, Sitio Lamosig, Brgy. San Tungao, Butuan City and Reynaldo Fabre Pay-ao a.k.a. Jevie Pay-aw/Opaw, 23 years old, single and a resident of P7, Sitio Kauswagan, Brgy. Tungao, Butuan City.

PBGEN Esquivel, Jr disclosed that arrested persons were among the NPA rebels of Guerilla Front Committee (GFC) 4A, North Central Mindanao Regional Committee (NCMRC) who were responsible for the burning of five motorcycles last June 25, 2018 in Sitio Kauswagan, Barangay San Mateo, Butuan City.
Armed with Warrant of Arrest, joint operating troops of City Intelligence Branch and Butuan City Mobile Force Company of Butuan City Police Office, Regional Mobile Force Battalion (RMFB) 13 and 23IB, Philippine Army conducted manhunt operations in the hinterlands of Barangay Tungao Butuan City which yielded a positive result.

Sumo, Borja and Pay-ao were arrested by virtue of Warrant of Arrest issued by Hon. Judge Marigel S Dagani-Hugo, Presiding Judge, RTC Branch 3, 10th Judicial Region, Hall of Justice, Libertad, Butuan City, dated November 19, 2019 with Criminal Case No. 2019-1007 for the crime Arson.

No bail bond was recommended for the three arrested persons.

“Police Caraga will continue to intensify its campaign against wanted persons especially those who are members of Militia ng Bayan and CPP-NPA Terrorists group to give long and lasting peace to the Caraganons,” PBGEN Esquivel, Jr added.
