PRESS RELEASE25 February 2021PNP CARAGA TOP COP RANKS 3RD IN INDIVIDUAL COMMANDER’S EVALUATION RATING FOR JANUARY 2021Camp Col Rafael Rodriguez, Butuan City----- Among the 17 Police Regional Offices (PROs) nationwide, PNP Caraga Director POLICE BRIGADIER GENERAL ROMEO M CARAMAT, JR ranked 3rd in Individual Commander’s Evaluation Rating (ICER) for the month of January 2021.Based on the record from the PNP Directorate for Plans, PBGEN CARAMAT, JR had an accumulated rating of 93.58% next to PBGEN R'WIN STA. ANA PAGKALINAWAN of PRO Cordillera with 93.88% as top 2, and PBGEN RODOLFO S AZURIN JR of PRO1 with 94.32% as number 1.ICER is the over-all rating of the PNP Regional Director coming from the total points obtained from the Unit Performance Evaluation Rating (UPER) (60%), Directorial Staff Aptitude Rating (25%) and Focus Directives (15%). In addition, PRO13 also performed above par after it ranked 3rd in UPER with a rating of 93.57% among other PROs. UPER is the total points given by the PNP National Headquarters to the operational and administrative accomplishments of all Divisions of a certain PRO.“Hopefully we can keep up the momentum in the coming months as well. Binocaran, Malimono town, Surigao del Norte yesterday, February 24.Police Brigadier General ROMEO M CARAMAT JR, PRO13 Top Cop disclosed that at least seven armed men poured gasoline and torched the dump truck and backhoe owned by CV Construction based in Surigao City around 11:00AM.Based on investigation, the perpetrators were members of the NPA under Guerilla Front 16B, Northeastern Mindanao Regional Committee. The estimated cost of damage reached around Php5,950,000.“The construction of roads in Barangay Binocaran is temporarily stalled because of the attacks. The NPA showed anew its true color being a terrorist group and anti-peace and development. PRESS RELEASE24 February 2021Curfew and disobedience violation arrests over 16k – PNP CaragaCamp Col Rafael C Rodriguez, Butuan City------ A total of 16,922 persons were caught in the region for violation of the community quarantine since September 17, 2020 to present, according to Police Brigadier General ROMEO M CARAMAT JR, Regional Director of Police Regional Office 13.Among the 2,310 curfew violators that were ordered upon the declaration of the community quarantine, 1,991 were arrested and fined while 319 counseled and advised to go home. The guideline on curfew is to stay inside their homes as a precautionary measure to contain the spread of the coronavirus disease 2019. There were also 14,612 persons apprehended for disobedience which led to the filling of two inquest cases and 14,610 were issued citation tickets. PBGEN CARAMAT JR said the Butuan City Police Office showed the most number of persons arrested for violation of curfew and disobedience with 5,124 arrests, followed by Agusan del Sur Police Provincial Office with 3,987, while Agusan del Norte Police Provincial Office recorded 3,198, Surigao del Norte Police Provincial Office with 3,043, Surigao del Sur Police Provincial Office with 1,526 and Dinagat Island Police Provincial Office with 85 arrests. “PNP Caraga will not ease up until the public realizes the importance of adhering to the regulations,” region’s top cop said. POLICE BRIGADIER GENERAL ROMEO M CARAMAT JR, Police Regional Office 13 Director, identified the arrested person as Arante Elarcosa, Rudy Uriarte, Jerry Gabor, and Benmar Magnanao for Municipal and City Ordinances; Merna Necesito and Norma Degayo for illegal gambling; and Wilfredo Fernandez and Fernando Guerrero for illegal cockfighting. Meanwhile, Alexaldo Arpilleda was arrested in Purok 6, Barangay Patong-Patong, Madrid, Surigao del Sur for Violation of PD No. 705 otherwise known as The Forestry Reform Code of the Philippines. Authorities confiscated one unit Hyundai Starex Van loaded with 12 pieces of sawn Sugjang lumbers with an estimated volume of 90 board feet and estimated market value of Php5,808.00. PRESS RELEASE21 February 2021Caraga cops deployed for search, rescue, retrieval, recovery operation in stricken areas affected by ‘TYPHOON AURING’Camp Col Rafael C Rodriguez, Butuan City----- Police disaster response units deployed police personnel who are now manning evacuation centers stationed in hardly-hit areas by the wrath of Typhoon Auring.Police Brigadier General ROMEO M CARAMAT JR. ordered the further deployment of Caraga PNP personnel as an added force in managing and securing evacuation centers in the Region. Consolidated reports reaching PRO13 Regional Tactical Operation Center (RTOC) show that as of February 21, 2021 (12 NN), 13,725 families or 51,445 individuals were affected by the typhoon and now housed in 661 evacuation centers established in the region. Police rapid response teams rescued individual’s in separated search and rescue operations. RTOC reports noted that 1,063 personnel have been deployed for search and rescue operations as part of the PNP's swift disaster response actions in affected areas, while 851 SAR personnel are on standby mode for possible deployment and focused operations. The Caraga top cop also put 223 personnel in Reactionary Standby Support Force (RSSF) for rapid deployment as other reserve personnel deployed as an additional force in search and rescue and patrol operations efforts. Caraga top cop added that as of now, no casualty reported, injured, or missing and a total of 169 individuals were rescued. Reports indicate 27 areas without electricity, 10 areas without telecommunication service, and seven areas without radio contact. In transportation hubs and major thoroughfares, 255 passengers in seaports are now still stranded as one ship are on stay put while awaiting clearance to sail. A total of 285 vehicles were reported stranded and 726 stranded passengers while three flights were cancelled.
