Subject: Good Samaritans donate goods, hygiene kits, personal protective equipment to frontliners in Caraga

Camp Col Rafael C Rodriguez, Butuan City—— Amid the corona virus disease 2019 (COVID-19) crisis, several goods, hygiene kits and personal protective equipment were donated by the good Samaritans to the frontlines in Caraga region since the implementation of localized community quarantine on March 17.

Police Regional Office (PRO) 13 director Brigadier General Joselito T. Esquivel, Jr. disclosed that the donations came from PRO13, private and business sectors, other government agencies and local government units. Among those donated were alcohols, hand sanitizers, bottled water, face masks, surgical gloves, face shields and food packs.

The donations were eventually distributed to the different quarantine control points and hospitals in the region.

"We are happy that in the face of this pandemic, we receive more help from the good Samaritans. Not only that these benefit or help our frontliners but also boost our morale due to the expressions of overflowing support from everyone," RD Esquivel Jr. added.

On the other hand, the leadership of PRO13 also initiated the project dubbed as "Adoption of Indigent Family" that benefitted less fortunate families in the region through the food packs and personal hygiene kits given by the police personnel living in the same community.

Subject : 660 Wanted Persons arrested during 2020 1st Quarter

Camp Col Rafael C Rodriguez, Butuan City——— Brigadier General Joselito T Esquivel, Jr, Regional Director of PNP Caraga, reported that for the period of January 1 until March 31, 2020, a total of 59 Most Wanted Persons (MWP) and 601 other wanted persons yielding an over-all total of 660, were arrested by Provincial Police Offices (PPO), Butuan City Police Office (BCPO) and other police units during intensified manhunt operations conducted region wide.

Of the arrested most wanted persons, 15 were arrested by Agusan del Norte PPO, 13 by Surigao del Sur PPO, 11 by Agusan del Sur PPO, 7 by BCPO, 6 by Surigao del Norte PPO, 6 by Dinagat Islands PPO and one by Regional Intelligence Division (RID).

Meanwhile, of the arrested other wanted persons, BCPO arrested 165, 124 by ADSPPO, 121 by SDSPPO, 82 by ADNPPO, 54 by SDNPPO, 29 by Regional Criminal Investigation and Detection Unit, 15 by DIPPO, 10 by Regional Mobile Force Battalion and one by RID.

PNP Caraga’s top cop commended the unified efforts of all police units to maintain peace and order and ensure public safety in the region even amidst the threat of corona virus or COVID19.

“Even amidst the threat of this health crisis we are facing today due to an invisible enemy (COVID19), your police are always ready to serve and protect. Your safety is our primary concern. The PNP will shield you from the harm of these visible and invisible enemy,” PBGEN Esquivel, Jr said.

“Let us unite as one in this war against criminality and war against COVID19. Our local police units have their respective hotline numbers where you can give your report regarding the presence of criminals in your locality,” he added.

Subject : Four hungry, tired NPAs surrender to PNP Caraga

Camp Col Rafael C Rodriguez, Butuan City—– Amidst the health crisis our country is facing brought by corona virus disease 2019 (COVID-19), four more members of New People’s Army and Militia ng Bayan under Guerilla Front (GF) 4A, North Central Mindanao Regional Committee (NCMRC) decided to lay down their arms and surrendered to PNP Caraga due to too much hunger and tiredness, today, April 3.

Police Regional Office 13 Director, Brigadier General Joselito T Esquivel, Jr, announced that around 10:00AM today, the following NPAs surrendered to Regional Mobile Force Battalion (RMFB) 13:

(1) Alias “Mon”, married, 51 years old, resident of Brgy. Bunaguit, Esperanza, Agusan del Sur, an active member of Sentro de Grabidad Caocao, GF-4A, NCMRC and surrendered one .45 caliber pistol, one magazine and five rounds of live ammunition;

(2) Alias “Mike”, single, 21 years old, resident of Brgy. Lamusig, Tungao, Butuan City, an active member of Sub-Regional Committee 3, GF-4A, Western Agusan del Norte-Agusan del Sur, and surrendered one .45 caliber pistol, one magazine and six rounds of live ammunition;

(3) Alias “Bong”, single, 30 years old, resident of Km. 12 Hinandayan, Brgy. Camagong, Nasipit, Agusan del Norte, an active Militia ng Bayan (MB) member of Sandatahang Yunit Pampropaganda Kingdom (SYP), GF-4A, NCMRC and surrendered one .38 caliber Smith and Wesson revolver and five rounds of live ammunition; and

(4) Alias “Cris”, single, 37 years old, resident of Km. 11 Hinandayan, Brgy. Camagong, Nasipit, Agusan del Norte, MB member of SYP Kingdom, GF-4A NCMRC and surrendered one .9MM caliber UZI and five rounds of live ammunition.

The four surrenderors add-up to the increasing number of New People’s Army and Militia ng Bayan who finally woke-up from the deceptions of the CPP-NPA-NDF and decided to live a better, more peaceful and productive life without the fear of being killed while in the armed struggle.

The father of PNP Caraga continuous to encourage all those who are still in the arm struggle to surrender and avail the livelihood and financial assistance from the Enhanced Comprehensive Local Integration Program (E-CLIP) program of Duterte administration.

Subject : PNP vows justice for fallen farmers’ leader

Camp Col Rafael C Rodriguez, Butuan City——— The leadership of Police Regional Office (PRO) 13 has vowed justice for a farmer-leader who was believed to have been ruthlessly murdered by the Communist NPA Terrorists (CNTs) around 7:00PM yesterday (March 31) in Brgy. Patong, San Miguel town, Surigao del Sur.

PRO13 director Brigadier General Joselito T. Esquivel, Jr said that the victim as Nora Apique, 66 years old, leader of Kapunungan sa mga Mag-uuma ng Surigao del Sur-Kilusang Magbubukid ng Pilipinas (KAMASS-KMP) based in San Miguel town, was shot dead by the CNTs.

“The government’s security forces and the Caraganons slammed this atrocity which claimed the life of a farmer-leader. Despite the pandemic we are facing nowadays, the enemies of the state continue to commit crimes and instill fear to our people,” RD Esquivel, Jr lamented.

According to Datu Rico Maca, the Indigenous People Mandatory Representative (IPMR) of San Miguel, the victim had been helping the government in bringing the basic services to the conflict-affected areas in the province so the terrorists wanted her dead.

Apique, being the Barangay Agrarian Reform Committee Chairwoman, was instrumental in settling land dispute issues that were commonly exploited by the CNTs to agitate the local folks.

“They (CNTs) were good in fabricating stories and issues to deceive the public. They kill innocent civilians, then, blame it to the military and other law enforcement units to discredit the government. We will give our best shot to give justice for the victim and her bereaved family,” RD Esquivel, Jr. added.

The incident was the third in the list since the declaration of ceasefire by the government. The first two victims were an IP leader Datu Bernandino Montenegro Astudillo of Barangay Magroyong, San Miguel, Surigao Del Sur, and an IP member Zaldy Ibanez. Both were killed Thursday evening of March 19 in the same town.
