Php6.2M illegally cut forest products seized, 178 suspects fall in PNP Caraga’s six months anti-illegal logging operations

Camp Col Rafael C Rodriguez, Butuan City—— Police Regional Office (PRO) 13 director Brigadier General Joselito T. Esquivel, Jr., disclosed that the intensified campaign against illegal logging yielded to confiscation of Php6,284,436.99 total worth of illegally cut forest products and arrest of 178 violators.

The figures were based on the record from PRO13 Regional Operations Management Division from January 1, 2019 to June 31, 2020 wherein a total of 236 anti-illegal logging operations were conducted regionwide.

In coordination with the Department of Environment and Natural Resources, police units confiscated 160,013.09 board feet of lumber and logs aside from the 5,115 flitches and 10 rattans poles that were confiscated.

“We ensure the protection and conservation of our natural resources so our strict enforcement of the environmental laws remains relentless. I urge the cooperation of the people and all stakeholders in our anti-illegal logging operations to keep our substantial gains on the ground,” RD Esquivel Jr said.

He also underscored that the number of apprehensions shall send a strong message to illegal loggers to adhere to the environment laws or else be caught by the long arm of the law.

Police units, individuals, bag awards in PCR month culmination
Camp Col Rafael C Rodriguez, Butuan City—– The culmination of the 25th Police Community Relations (PCR) month celebration of Police Regional Office 13 today (July 30) was highlighted by the giving of awards to the police units, local government units and private individuals.

The activity, with the theme: “Pinaigting na Ugnayan ng Mamamayan at Pulisya, Laban sa Covid-19 Pandemya", was graced by Governor Dale B. Corvera of Agusan del Norte as the guest of honor and speaker.

The awardees were: Agusan del Sur Police Provincial Office as best police provincial office; Bayugan City Police Station as outstanding city police station; Butuan City Police Station 1 as the Regional Winner of the Online Slogan/Theme Making Contest; PSSg Christine B. Taub as best Police Non-Commissioned Officer; PMAJ Tessiel R. Moleta as best Police Commissioned Officer; PMSG Areza R. Marco for the implementation of Salaam Police activities; and PCpl Mary Joy Vasquez as the 1st Placer of the online got talent singing competition in the region.

Meanwhile, Dr. Jillian Francis A. Lee, Ms. Conchita Azura-Stamati, Ms. Jessica Ann Magno, NEWS MPC in Dinagat Islands, PRO13 Press Corps, Tanduay Distillers Inc., Caraga, Philippine Nurses Association, and the Technical Education Skills Development Authority 13 were also recognized during the occasion.
Among the local chief executives who received the awards were: Governor Arlene J. Bag-Ao; Gov. Dale B. Corvera; Gov. Santiago B. Cane, Jr; Gov. Francisco T. Matugas; Gov. Alexander T. Pimentel; Mayor Kirk A. Asis; and Mayor Maria Clarita G. Limbaro.
In his message, Governor Corvera highlighted the vital contributions of the police force especially in this time of health crisis adding that he personally witnessed the sacrifices of the cops manning the quarantine control points.

“What we need now is to ensure our survival over this pandemic. But without the PNP that remains strong, our people cannot ensure protection from COVID-19 infection. Please never get tired. Continue to be wide-awake for the people,” he added.

Aside from expressing full support of the local government of Agusan del Norte to the PRO13, Gov. Corvera also lauded the leadership of Police Brigadier General Joselito T. Esquivel, Jr whose performance above par has been fully recognized by the leaders in this region.

PNP CHIEF COMMENDS PRO13 FOR THE ARREST OF KAPA FOUNDER JOEL APOLINARIO

Camp Col Rafael C Rodriguez, Butuan City—- PNP chief Police General Archie Francisco F. Gamboa commended the troops of Police Regional Office (PRO) 13 following the arrest of KAPA-Community Ministry International Founder and President Joel A. Apolinario along with 25 others in the hinterland of Lingig town, Surigao del Sur yesterday (July 21).

During the virtual press conference around 8:00AM today at the headquarters of PRO13, the PNP chief lauded the joint operation of PRO13 Regional Special Operation Group, National Intelligence Coordinating Agency 10, 1st Special Action Battalion of the PNP Special Action Force, Regional Mobile Force Battalion 13, Surigao del Sur Provincial Mobile Force Company, Lingig Municipal Police Station, 67th Infantry Battalion of the Philippine Army, and Philippine Coast Guard in Barangay Salvacion around 7:30AM.

The operation was based on the strength of search warrant for violations of RA No. 10591 (Comprehensive Law on Firearms and Ammunition) and RA No. 9516 (Illegal Possession of Explosive) issued by Hon. Catalina Shineta M. Tare-Palacio, Presiding Judge of RTC, 11th Judicial Region, Branch 41, in Cantilan, Surigao del Sur.

The operatives also executed the warrant of arrest issued by Hon. Gil G. Bollozos, Presiding Judge, 10th Judicial Region, RTC, Branch 21, Cagayan de Oro City against Apolinario for Syndicated Estafa.

“A gunfight ensued when the operating troops were fired upon by the members of Apolinario’s armed men. Two of his men—Allan Binongo and Denize Dialoding died while Melecio Siano was seriously wounded,” PRO13 director Brigadier General Joselito T. Esquivel, Jr said.

Authorities confiscated several high powered firearms to wit: 30 units of M16 rifle; two units of M4 rifles; one garand rifle; four 7.62mm, M60 light machineguns; one Cal 50 sniper rifle; three Cal 22 rifles; one carbine; one shotgun; two RPG rifles; five Cal 45 pistols; two rocket propelled grenade; and several rounds of live ammunition of different caliber.

The suspects will also be charged with violations of the RA No. 10591 (Comprehensive Law on Firearms and Ammunition), RA No. 9516 (Illegal Possession of Explosive), Article 148 of the Revised Penal Code (Direct Assault), and Article 147 of the RPC (Illegal Association).

According to RD Esquivel, Jr., since January 2020, the intelligence monitoring had started to track down the whereabouts of the subject upon receipt of report that he bought a private resort in an isolated place in Lingig town.

“We believe that justice will soon be served to the victims of the KAPA. This operation shall serve as stern warning to all not to organize, entice or involve in Ponzi scheme. We will ensure the full swing of operations to stop similar Ponzi schemes and other pyramiding investment propositions that may proliferate in the region,” PNP Caraga top police official underscored.

In his statement during the press briefing, PNP Chief General Gamboa said that operating troops involved on the said police operation will be given appropriate awards and recognition, meritorious promotion and monetary reward for their significant accomplishment.

Meanwhile, PBGEN Jimili L Macaraeg, the Deputy Regional Director for Administration and Chairman of PRO13 Promotion Board also seconded the statement of the PNP Chief and stated that processing of the needed documentary requirements for the said promotion will commence immediately.

GAMBOA : KAPA LEADER NABBED IN SURIGAO DEL SUR, COMMENDS PNP CARAGA

Philippine National Police Chief, PGen Archie Gamboa commended the operating teams from the Police Regional Office 13 (CARAGA) for the arrest of the notorious KAPA ministry leader who was hiding for months for syndicated estafa.

Founder and leader of the KAPA Community Ministry International Joel Apolinario and his 23 armed men were arrested yesterday, July 21, in an isolated Island Resort in Sitio Dahican, Brgy. Handamayan, Lingig, Surigao del Sur.

The PNP Chief said, “The special directive came from President Rodrigo Duterte. Arrest Apolinario and his cohorts to vindicate the thousands of members from Visayas and Mindanao who were victimized by KAPA’s massive investment scam.”

According to Gamboa, “Our men in Caraga have been monitoring the whereabouts of the suspect and his armed men since January this year. The operation is also pursuant to the PNP’s campaign against loose firearms as Apolinario was reportedly carrying unlicensed high-powered firearms and ammunition for his personal bodyguards.”

PRO 13 Regional Director, PBGen Joselito Esquivel, Jr. reported to the PNP Chief that the operating team was engaged in a fire fight against Apolinario and his men during the service of the warrant of arrest. Two armed men of Apolinario were killed while one was reportedly wounded and brought to Bislig City District Hospital.

Police authorities confirmed that numerous high-powered firearms were recovered including 30 units of M16 rifles, two (2) units of M4 rifle, one (1) unit Garand Rifle, three (3) units of 60 cal. Machine gun, one (1) unit of 50 cal. Sniper rifle, three (3) units cal.22 rifle, one (1) unit carbine, one (1) unit shotgun, two (2) units of RPG, five (5) units of caliber 45 pistol, and assorted rounds of ammunition.

Esquivel said that government troops are still in the area securing the place of the incident as Provincial Crime Laboratory Office of Surigao del Sur PNP is still conducting accounting and inventory of evidence.

Caraga’s anti-illegal logging ops intensified: P25K hot lumber seized, three suspects arrested

Camp Col Rafael Rodriguez, Butuan City—– The joint operation of Police Regional Office (PRO) 13 and the Department of Environment and Natural Resources (DENR) Caraga arrested three illegal loggers and seized hot sawn lumber worth Php25K in P-9 Brgy. Basa, Trento, Agusan Del Sur today, July 19.

Police Bigadier General Joselito T. Esquivel Jr., Regional Director of PRO13 identified the arrested suspects as James A. Malaspina, 21 years old, driver; Wilfredo C. Plaza, 27 years old, owner of sawn lumber; and Gilbert Tiu, 24 years old, laborer, all residents of Brgy. Manat, Trento, Agusan Del Sur.

The operation was carried out by the Trento Municipal Police Station, 2nd Agusan del Norte Provincial Mobile Force Company and DENR Caraga, around 3:10AM through surveillance patrol against illegal logging activities.

During the operation the team intercepted undocumented sawn lumber (bay-ang /lauan with 60pcs and estimated volume of 1, 118 board ft, boarded on one chariot motorcycle without plate number.

The suspects will be charged with the violation of RA 460 (an act regulating the operation of sawmills); and PD 705 (the Revised Forestry Code of the Philippines) which also cited the cutting, gathering and /or collecting timber or other forest products without license and permits.

Caraga’s top cop said that this is part of the intensified and continuing campaign against illegal logging by PRO13 in coordination with Department of Environment and Natural Resources. Thus, he urged the active collaboration of the community and stakeholders by providing information to the police.
